Brian Concannon of the Institute for Justice and Democracy in Haiti explains how the electoral process was manipulated from its inception to disenfranchise the impoverished majority. Concannon has also worked on human rights issues in Haiti for many years, participating in the successful prosecution of the Haitian military for the April 1994 Raboteau massacre.
